In recent crypto regulation news, The High Court in London has strengthened the UK authorities’ position in a dispute over roughly 61,000 seized Bitcoins, a haul reportedly worth about £3.8Bn.
The preliminary ruling narrows victims’ path to a claim but does not decide who ultimately receives the assets; separate measures in South Korea show crypto regulation now extending to exchange access.
The developments concern different pressure points: recovering seized assets, access to unregistered platforms, and the wider debate over a CFTC crypto framework.
The UK could keep a staggering £3.8 BILLION in seized Bitcoin.

The case centers on Bitcoin London’s Metropolitan Police seized during an investigation into Zhimin Qian. Qian, a Chinese national, was jailed at Southwark Crown Court after pleading guilty to orchestrating fraud against thousands of victims in China between 2014 and 2017. This is one of the largest confirmed crypto seizures by law enforcement.
At issue was whether English or Chinese law should govern victims’ claims to the assets. Judge Mark Turner ruled that Chinese law should apply, reasoning that the alleged fraud, payments and immediate economic harm occurred in China. English law had been viewed as more favorable to claimants because it could have allowed them to argue that they owned the Bitcoin, rather than being treated only as creditors.
The ruling is not a final decision on ownership. Unless it is overturned on appeal, the London court will hear expert evidence on Chinese law to determine whether victims can establish an interest in the Bitcoin. Fieldfisher, which represents claimants, is pursuing an appeal.
The case also highlights the financial consequences of state custody when an asset’s value rises after a Bitcoin seizure; other government-linked bitcoin movements have similarly drawn market attention, though this case concerns competing claims to seized funds.

Separately, South Korea approved measures to block domestic access to 27 websites operated by unregistered crypto exchanges and other virtual-asset service providers. The named platforms include KuCoin, MEXC, Phemex, Bitrue, CoinW, BTCC, BitMart, BingX and DigiFinex.
The restrictions apply to platforms that have not registered under South Korea’s Act on Reporting and Using Specified Financial Transaction Information, the country’s anti-money-laundering law. Authorities can terminate domestically hosted services or block access to overseas websites.
The FIU acknowledged that users with assets on affected platforms may face withdrawal difficulties; it would provide guidance and support through the Digital Asset eXchange Alliance in cooperation with operators.
The move extends earlier restrictions on unregistered exchange apps to websites. For the South Korea crypto regulation landscape, the practical question is whether users can retrieve assets as access narrows; a website block is an enforcement measure, not a resolution of customer claims.
Crypto Regulation: Rulemaking Timelines Remain A Separate UncertaintySeiberg has characterized the effort as a possible step toward clearer crypto regulation, but a prolonged process would leave firms operating amid uncertainty about the eventual requirements. This differs from the UK asset dispute and South Korea’s registration enforcement: crypto enforcement can immediately constrain custody and access, while rulemaking shapes the terms of future market activity.
The third issue is the prospective CFTC crypto framework for leveraged and margined trading. TD Cowen analyst Jaret Seiberg has forecast a lengthy process, with a proposal potentially arriving in late Q1 or early Q2 2027 and legal challenges possibly extending beyond 2028. Those dates are an analyst’s estimate, not a confirmed CFTC timetable or agency commitment.
In the UK, the Crown Prosecution Service said a further hearing will address the applicable law and whether victims can establish an interest in the bitcoin. South Korea’s withdrawal guidance is the near-term issue for affected customers; the CFTC timing remains a forecast until the agency sets out its own process.
