Circle Names BlackRock, Visa and DTCC Among 11 Founding Validators for Arc

Circle named the 11 institutions that will operate as founding validators on Arc, the layer-1 blockchain it plans to open to the public on Sept. 16. The cohort is drawn almost entirely from traditional finance: BlackRock, the Depository Trust & Clearing Corporation, Galaxy, Global Payments, ICE, Mastercard, MoneyGram, SBI Group, Standard Chartered, Sumitomo Corporation, and Visa, alongside Circle itself.

BlackRock is expected to deploy BUIDL, its tokenized money market fund, on Arc, letting institutional investors subscribe, redeem, and deploy fund assets on the network. Circle is separately working with DTCC to tokenize assets custodied at The Depository Trust Company, though that connection is not due until the second half of 2027. BNY and Standard Chartered are exploring integrations spanning custody, stablecoin access, and FX and repo infrastructure. Aave, Morpho, Uniswap, Fireblocks, and MetaMask are among protocols and applications expected to support Arc at launch.

Circle first unveiled Arc in August 2025 and launched a public testnet in October. CEO Jeremy Allaire floated a native ARC token in April as a step toward proof-of-stake governance.

Arc matters to Circle shareholders because the core economics are tightening. Reserve income of $668 million rose 5% year-over-year in the second quarter as average USDC in circulation grew 25%, but the reserve return rate fell 66 basis points as rates came down. Revenue and reserve income of $701 million was up 7% from a year earlier and barely moved from the $694 million posted in the March quarter. Gas paid in USDC on Arc, tokenization services, and related products are revenue Circle can earn without leaning on the rate environment.

Adjusted EBITDA fell to $143 million from $151 million in the prior quarter, and earnings per share slipped to $0.18 from $0.21. Circle did roughly double its full-year outlook for revenue outside reserve income, to a range of $310 million to $330 million from $150 million to $170 million.

Circle also received final OCC approval for a national trust bank during the quarter.
