Partisia Blockchain Foundation, an independent non-profit supporting the development of the world’s most advanced zero-knowledge blockchain, announces onboarding Iulia Mihailescu, age 38, as its Chief Marketing Officer (CMO). As an experienced marketer who played a central role in bringing PayPal into the crypto space, Iulia joins the foundation’s senior leadership team, reporting to Brian Gallagher, Partisia Blockchain Co-Founder and Board Member.
Iulia Mihailescu, a veteran marketer with years of fintech experience at PayPal and Google, joins the C-suite behind the world’s most advanced zero-knowledge blockchain.

Based in San Francisco, California, Iulia is an experienced marketing leader with deep expertise in spearheading disruptive innovation, advocating for the digital economy, and leading high-performing teams for world-leading fintechs. Prior to joining Partisia Blockchain, Iulia spent a decade in various marketing roles at PayPal, most recently as Head of Crypto Go-to-Market, where she was responsible for the competitive positioning and launch strategy in the digital asset market, focusing on trust and accessibility as the core value propositions enabling mass adoption. Before PayPal, she was Product Marketing Manager and Business Developer at Google EMEA, in charge of growing on-line marketing revenues.
Iulia holds a Masters in Marketing Science from EDHEC Business School in France and two Bachelor of Science degrees – one in Political Science and the other in International Business.
