SEC Examiners Set Sights on Tokenization at Clearing Agencies for Fiscal 2027

The SEC’s Division of Examinations has named tokenization among the “high-risk areas” its staff will focus on when examining clearing agencies, according to the fiscal 2027 examination priorities it released on Friday. The term did not appear in the division’s 2025 or 2026 priorities.

Tokenization shows up a second time, in the section on Regulation Systems Compliance and Integrity (SCI). There, the document says exams under the rule “will focus on emerging trends, including SI, tokenization of securities, extended trading hours, and quantum computing.” SI is the document’s shorthand for super intelligence, which it says registrants are building into research, coding, client communications and compliance work.

The Clearing Agency List

All clearing-agency exams review “policies, procedures, processes, and controls,” the document notes. “Examinations will focus on high-risk areas, including risk management of defaults, recovery and wind-down, securities lending, operations, and tokenization,” it adds.

The 2026 edition said focus areas “may include risk management of liquidity, default management, recovery and wind-down, collateral management, operations, and operational arrangements with other clearing agencies.” Securities lending and tokenization are the new entries.

The SEC’s announcement also grouped tokenization with Treasury clearing reforms as “risks associated with evolving market infrastructure.”

“The markets we oversee continue to evolve rapidly, and the examination program must evolve with them,” said Keith Cassidy, Director of the SEC’s Division of Examinations, in the release. SEC Chairman Paul Atkins called examinations “one of the Commission’s most important tools for promoting compliance with the federal securities laws and helping protect investors.”

No Crypto Section

The 2027 document does not use the words crypto, digital asset, blockchain or stablecoin. That is unchanged from the 2026 edition. The 2025 priorities still carried a standalone “Crypto Assets” section covering registrants that offer crypto asset-related services.

Supervisors in Europe have moved in a similar direction. In September, the European Securities and Markets Authority put AI and tokenization on its supervisory agenda for 2027.

The priorities span the division’s more than 34,000 registrants, and the SEC said the list is not exhaustive. As a staff statement, the document says, it “has no legal force or effect.”

Why this matters

SEC is showing up inside the Regulation theme, so this story is worth tracking for follow-through rather than treating it as a one-off headline.
