Russia’s Putin signs off the CBDC for 2025Reports indicate that the Russian President, Vladimir Putin, has approved a bill that enables the launch of a digital ruble, also known as a central bank digital currency (CBDC).
As per the bill signed into law, the country’s central bank can test pilot the digital currency starting next month.
Elvira Nabiullina, the chair of the Bank of Russia, has stated that the use of this digital currency is completely voluntary.
Nabiullina said the following:
“No one is going to force anyone into the digital ruble. This is an absolutely voluntary use, this is an additional opportunity for people: if they want, they use it, if they want, they don’t use it.”
The report states that both citizens and businesses will soon be able to use digital rubles for payments and transfers. Citizens will not be charged a fee for these transactions, but businesses will incur a 0.3% fee.
In a recent Forbes interview, Olga Skorobogatova, the first deputy chairman of the Bank of Russia, predicts that digital ruble adoption could become widespread by 2025.
Skorobogatova believes that by 2025-2027, all citizens will have access to digital rubles and be able to use them for various transactions.
The digital roubleThe digital rouble could be trialed from August 2023 if the bill receives approval from President Vladimir Putin.
The highest legislative body in Russia, the State Duma, and the Federation Council, have successfully passed the bill.
In the event that the law is enforced, the central bank will manage the digital ruble platform.
Users can make payments and transfers via digital wallets connected to the central bank’s platform or partner banks.
It is pertinent to mention that the CBDC will solely be used for payments and transfers, not for deposits or lending purposes.
