The Ethereum Foundation’s Protocol cluster set December 2029 as the deadline for making Ethereum’s base layer quantum-resistant across all three of its layers, execution, consensus and data, in a post published Monday. It said it will treat the self-imposed deadline as non-negotiable at least until January 2027, when it will reassess quantum progress with guidance from outside experts.
The date lines up with 2029 migration targets set independently by Google, Cloudflare and Microsoft.
The cluster wrote that Ethereum should plan for Q-day, the point at which a quantum computer could break the cryptography securing wallets, arriving as early as 2030. It called that a deliberately aggressive assumption, noting that most credible estimates place Q-day later and that it may never arrive at all.
Shipping Glamsterdam in December 2026 and reaching full post-quantum readiness by the end of 2029 requires an average cadence of 7.2 months per hard fork, a pace the cluster conceded leaves little room for error. Forks will have to overlap rather than ship in sequence, and the plan sits inside the draft roadmap that laid out seven forks through 2029.
The cluster evaluated 62 EIPs proposed for Hegotá and published a single unified tier list, drawing 397 grades from nine client teams and individual domain experts across roughly 60 researchers and engineers. Two proposals were graded must-ship: FOCIL, or fork-choice enforced inclusion lists, on the consensus layer, and Frame Transactions on the execution layer.
Frame Transactions makes account abstraction native, which lets new signature schemes be introduced without a hard fork for each one and gives accounts a route away from vulnerable secp256k1 keys. By the cluster’s own description, Hegotá decides whether the later post-quantum upgrades land on time rather than delivering the protection itself, which fits Vitalik Buterin’s framing of it as the last fork before Ethereum’s multi-year rebuild.
About 28 proposals were declined for inclusion in Hegota, including EIP-8363, which would taper issuance and burn the difference. The proposal was unanimously rejected for inclusion, with the cluster saying the vote was not a judgment on the merits and that issuance policy touching every staker and holder belongs to a broader ecosystem process rather than a fork scoping exercise. The cluster will take questions on the grades in a Reddit AMA on r/ethereum on Sept. 16.
