Two EIPs Define HegotáThe Foundation’s Protocol cluster reviewed the 62 proposals using feedback from around 60 researchers and engineers. Across 16 contribution templates, participants submitted 397 individual tier grades, producing a unified ranking rather than separate opinions from different teams. At the top were two S-tier proposals.
EIP-7805, Fork-Choice Enforced Inclusion Lists was given a unanimous S rating by the 7 contributors who gave it a grade. The proposed solution is to enable transactions to be put into blocks without relying solely on centralized transaction builders, which helps protect Ethereum from transaction censorship.
This is due to EIP-8141, Frame Transactions, getting 3.89/9 grade, which makes it the execution-layer headliner. It aims to enhance Ethereum’s own account-abstraction features to prepare for the future when it seeks to move beyond fragile cryptographic keys.

Frame Transactions Gets a Larger PackageThe keyed nonces and recent state roots are addressed in EIP-8250 and EIP-8272, both of which will be created by the same group of developers as Frame Transactions. The Foundation also added EIP-7906, EIP-8298 and EIP-8151 to the A-tier extension package.
The entire suite could lead to more flexible Ethereum accounts and provide a way forward for post-quantum authentication. EIP-7906 also has its status as a public devnet, and provides for the ability of transactions to verify changes, limiting some wallet-drain and MEV risks.
15 More EIPs Expected to ShipIn addition to the two headliners, there were 15 proposals that landed in A-tier, which means that developers believe they will ship unless there are implementation or testing requirements.
These include EIP-8015 (removal of obsolete deposit and eth1data field) and EIP-8365 (first step towards withdrawal Ks retirement). The EIP-8334 is a spec that would minimize the amount of gossip in the consensus layer by introducing bundled attestation propagation in the consensus-layer specification, and EIP-8025 is an optional execution proof addition to the canonical execution spec.
Eight proposals were at the B tier. These are still viable enhancements but do need additional technical development, prototypes, specification changes or ecosystem approval to elevate.
Another seven were moved to C-tier, below the current inclusion line but there is potential for that to change if development moves wel.
28 EIPs Rejected From Hegotá28 proposals were declined, representing the biggest group. The Foundation has listed reasons as diverse as unnecessary protocol complexities, security issues, and incompatibility with longer-term development goals of Ethereum.
Developers await Glamsterdam mainnet data before committing to two additional proposals, EIP-8368 or EIP-8372.
The ranking reflects the fact that Hegotá is being scoped around a more limited range of high priority changes, particularly FOCIL and Frame Transactions.
